Concerning the role of independent evaluation in higher education institutions’ multifactor national ranking formation

Abstract

The article regards the issue of defining the role of official and independent rankings in Russian national higher education system. A review of the main ranking systems that form evaluation of Russian and foreign educational field is conducted. On the background of Russian and overseas universities’ positions in global and national rankings trends of common, media and other organizations’ influence on higher education rankings marked. A possibility of using independent evaluation experience of leading foreign systems in the Russian field suggested. It is based on assumption that the key indicators of national rankings in Europe and U.S. generally coincide with those in the Russian higher education monitoring system.
